1. I confirm our telephone conversation of 23 July that the Treasury approve £3 million as the upper limit for the stages up to, but excluding, the main works contract: a copy of their letter of 22 July is attached for your record.

2. Mr Wootton has confirmed the statement in para 3 of the Treasury letter under reference and OED are satisfied that the other proviso in para 3 is also correct. After obtaining your and Mr Wootton's agreement we have now authorised Swire to proceed within the £3 million Treasury approval i.e. to proceed with the submission for BOO approval on the general building plans, the site clearance and enabling works including the demolition of Colvin house and the invitation to tender for the site formation and foundation works.

It is tiresome that we need to re-submit for approval the main construction works but not unexpected as it is the norm for OED to withhold the final submission until Final Sketch Plan (FSP) stage: on this occasion for programme reasons we submitted at Preliminary Sketch Plan (PSP) stage. We are currently appraising the FSP report (including cost and specifications) and Mr Whittle will be clarifying several issues on specifications etc during his planned visit in August. We therefore anticipate re-submitting to Treasury for final approval in September 93.
