It was helpful to see Mr Bertram's minute of 28 May to you about the state of play on the Consulate-General project. I understand that OED have discounted analyses of the options almost ready as a basis for an approach to the Treasury.

2. If we are to secure a quick, smooth run past the Treasury we shall need to demonstrate with figures why Option B has to be ruled out. The "spare" space accounts for 15% of the total area of the building. If we do not demonstrate that we have examined the most economical way of providing for passport services and British Council activity we could be vulnerable to subsequent NAO/PAC criticism.

3.

The requirement to have the Consulate and British Council colocated does not preclude carrying out parts of these functions elsewhere (passports and English Language teaching for example) particularly if that is a more cost effective option. If it is not, we need to demonstrate why.
