Shortage of time prevented agreed amendments to the design being incorporated in "clean" drawings for SD 04 020E (Consulate-General 7/8 level) and ground floor, levels 1, 2 and 8 of British Council. Farrell will send these to OED, on 29/30 March, for approval: At the same time Farrell will also send revised area schedules. Farrell will now proceed to FSDs: Farrell confirmed that FSDS and FSD report will be available by the end of April 1993. Mr Whittle stated that formal presentations including to the - Governor will be required. Mr Stowell indicated that
Terry Farrell will probably wish to give the presentations: a new model would also be sensible for the presentation and work on this could not commence until completion of the FSDS and would take 3/4 weeks to complete which means that a formal presentation could not take place before W/C 24 May 93. Farrell will now consider further and let us have their proposals (including possible dates) for a presentation. Mr Stowell stated that he still lacked the necessary information for indicative furniture layouts of the British Council side: he suggested that the information should be along the lines of that provided for Consulate General in December 92. Mr Reading agreed to provide this as soon as possible.
Meeting with Hong Kong Coordinating Committee
9. Mr Smith-Laittan chaired a meeting of the Hong Kong Coordinating Committee on 25 March: Mrs Barnes- Jones, Mr Reading, the MRS team, Mr Whittle and myself were also present. Mr Jarvis had circulated to the Committee members, before the meeting, my draft submission to Minister which I had sent to the BTC on 9 March. This contained the information that the current estimate cost of the project is £29 million which exceeds by £1.84m the updated PES figure and there will be no further money from Treasury. I stated that, in these circumstances, OED had looked at other ways for meeting or reducing the extra costs. With the exception of reducing further the requirements, we concluded, in consultation with Hong Kong Dept and British Council, that the other options are either unrealistic or uneconomic in the long term.
