1. OED met with Farrell's on 11 Feb to discuss the proposed changes to design Layouts to achieve reduced building costs based on the deletion of the multi-purpose hall, one floor on the British Consulate side, Link between Consulate and British Council buildings and two units of residential accommodation and reduction of car parking (as per option A of Terry Farrell's summary statement on cost savings based upon Widnell's cost study report dated 21 January faxed to Jarvis on 27 January). The main implications from operational view point are: (a) Car parking for 41 vehicles using double stacking will now be at ground level only (as per drawing HKBC-SK-04/001 Rev B Sept 1992).

The stationery and overflow passport record stores, previously on level 8, will be relocated on level one. The staff rest room, first aid and smoking room will remain on level 7 in their present configuration. Management and Information sections will take over the remainder of Level

Procurement unit will need to be outhoused unless the forthcoming MRS Review and/or other reviews produce space savings elsewhere in the building.

Functions of existing levels 9 and 10 will be relocated to levels 8 and 9 respectively.

There are still certain aspects to be clarified EG Location of furniture store, access from car park to residential block and need for stair access to British Council Library.

But our conclusion is that Farrell's proposals appear reasonable and the best way forward if we

we are to generate, as we must, the necessary savings while still maintaining quality and an operationaly efficient building. In order to maintain the current programme which is very tight we therefore instructed Farrell to progress their proposals to Final Sketch Design. Once these are available we will seek your comments on them.
