maximum penalty of fourteen years imprisonment but

at the time of the events which form the subject of

these charges the maximum was seven years. Under

Article iž(i) of the bill or Rignts a court cannot

impose a heavier sentence than one that was

applicable at the time of the commission of the

criminal offence concerned.

It is right to say

that a court can and often will impose consecutive

sentences of imprisonment if the various charges

concern more than ono single transaction.

CONCLUSION

In this short paper I have sought only to highlight some features of our legal system which may be of

significance in your dealings with the French

Government. We share the view expressed by John

MacGregor to Thebault that our system is second to none

in Asia!
