HONG KONG/SPAIN: IMPOSITION OF SPANISH VISA REGIME ON HONG

KONG VISITORS

Problem

1. A Spanish decision to require visas from 1 October for

British Dependent Territory Citizens (BDTCs) and British

Nationals (Overseas) (BNOs) visiting Spain from Hong Kong has

provoked widespread concern in Hong Kong. We have tried unsuccessfully to persuade the Spanish to change their minds. The Governor accepts that we are unlikely to win the argument,

but has asked that we appeal to the Spaniards at Ministerial

level before conceding defeat.

Recommendation

2.

I recommend that the Secretary of State do this in the

margins at the UNGA. This note and the attached brief could

be faxed to the party today.
