The Spanish have quoted Article 5.2 of the Schengen

Convention as justification for their action. The article concerns derogations from the general principle governing entry of third country nationals into Schengen countries. Lenaerts,

the Secretary-General of the Schengen Secretariat has said

privately that the Spanish had not mentioned Article 5.2 when

they first announced their intention to reintroduce a visa

regime on Hong Kong BDTC's and BN (0)'s, but that in any case this was not a serious argument.
