EC VISA POLICY AND HONG KONG

When we spoke on the telephone yesterday, I undertook to send you a note of points to make at the ad hoc Working Group meeting in Brussels on 21 September.

This I now enclose. We agreed that you would try to find an opportunity to follow up the discussion at the May meeting by putting on record Hong Kong's excellent record on immigration control. I suggested that it would also be helpful if you could draw the distinction between Chinese immigrants and Hong Kong British passport holders, who enjoyed visa-free access to a number of EC countries. This may help to avoid the question of Chinese immigration clouding the different issue of visa-free access for BDTCs and BN (O)s.
