We have spoken about Hong Kong's wish to reach an agreement with the Austrians for the abolition of visas and the relevance (or otherwise) of the arrangement with the Benelux countries.

I enclose a copy of a minute from Hong Kong Department asking about the possible use which might be made of the Benelux arrangement in negotiations with the Austrians. MVD we are aware that the balance of advantage would lie in not mentioning the arrangement, but would be glad to have Home Office views before going further. We are also aware of the danger of any line which might suggest that BN (0)s are Community citizens.
