1. Please refer to Hugh Davies' letter of 6 September on this subject to Peter Ricketts. We had indeed noticed the press coverage on possible amendments to the Immigration Ordinance and their effect on the status and rights of British citizens in Hong Kong. I think that it is sensible for both BTC and ourselves to make the point to Security Branch that we would like to be kept in touch as thinking progresses on this subject.

I have just written to Simon Vickers making this point and asking Security Department to make sure that our interest in being briefed/consulted is on record.
