The issuing of Dermits on a quota basis as a means of controlling the

number of mainland residents going to Hong Kong for settlement is a measure adopted by

the

Chinese Government for the sake of preserving the stability and prosperity of Hong

Kong. Both sides unanimously agree that the measure of planned control of the number

of mainland residents going to Hong Kong for settlement is beneficial to the social

stability and economic development of Hong Kong. There has been a long-standing

excellent co-operation between the two sides in this respect and in future when the

cne-way quota needs το be increased, both gides will strive to strengthen their

communication. In this connection, the Chinese side will fully listen to

liaison and

the Hong Kong side and notify the Hong Kong side in time after deciding
