GIBRALTAR: HONG KONG IMMIGRANTS

1.

You will recall correspondence, resting with your letter to me of April this year, about the Gibraltar government's wish to encourage wealthy Hong Kong citizens to invest in Gibraltar against a promise of British Dependent Territories citizenship.

2. I attach a recent letter I have received on this topic from Mike Hill in the Governor's office in Gibraltar in which he (and the Financial and Development Secretary in an attached paper) make the case for reconsideration of the Home Office's position to date on this.

While I fully understand the reasons for your stance, there is no doubt that Gibraltar's faltering economy would benefit considerably from an influx of such funds. And, as Mike Hill's letter points out, while Gibraltar's economy is fragile the danger of HMG having to find money to prop it up is ever present.

I should be grateful therefore if you could take another look at this to see whether there is any flexibility in your position.
