As I mentioned to you on the telephone, Mr Taylor made much of this in the Adjournment Debate on 9 July (which passed off quietly with no supplementaries posed). It was also raised by Lord Stoddart in the context of a PQ (asked by Lord Shackleton about the quota for Garrison staff under the British Nationality Scheme) answered on 5 July by Lord Ferrers (already copied to Security Branch, now being faxed to you).
2. It seems likely that further comparisons will be drawn next week to suggest that Portugal has been more generous to Macao than the UK to Hong Kong. The first parliamentary fixture will be 1030 on 13 July when Mr Wardle will present the Orders in Council in Committee.

In order to brief Ministers (FCO and Home Office) we need to check that lines to take and background prepared in 1990 still stand. I would be grateful if you could get this checked out, as we discussed. We are also approaching the Portugese Embassy here, but this channel may not be a speedy one and we need to have the information to hand first thing on Tuesday if at all possible.

Home Office officials told me that Mr Wardle and the Home Secretary would speak again about the wider application of the assurances on Monday morning 12 July. A decision will be taken before the 13 July debate.
