VISIT TO LONDON BY BARONESS DUNN
You may have heard that Lydia Dunn is coming to London to speak in the Lords debate on the two Hong Kong Orders in Council on 15 July. I understand she intends to speak in support of the Orders and to counter Lord Bonham-Carter's motion that the Orders should make provision for the Ethnic Minorities. There is no-one better placed to explain why Peers who support the Ethnic Minorities' request for British citizenship should not seek to amend the two Orders in Council.
She will be arriving on 14 July and returning to Hong Kong on the evening of 16 July. While here, she would very much appreciate an opportunity to call on the Home Secretary. This will be inter alia to press the case for special treatment for the Ethnic Minority outside the British Nationality Scheme. I know that the Home Secretary will have nothing new to tell her, but the Governor and I would be grateful if he could spare the time to see her. I am conscious of the need to avoid creating the impression that all senior visitors from Hong Kong should call on the Home Secretary, but she is the Senior Member of the Executive Council and it is a matter of giving her (if possible) the same "face" as Emily Lau recently enjoyed.
