citizenship for non-Chinese ethnic minorities in Hong Kong. Blo

I know that the position of this community is a source of concern in Hong Kong and recall the recommendations on this subject in the 1989 FAC Report. We responded to these in our Observations on the Report in 1990. We have kept the question under review since then, and we and the Home Office looked at it again following representations from

the Legislative Council in March. We continue to consider

that the position of this community is adequately protected and that there is no need for fresh legislation.

I enclose a note which deals in detail with the six

points which have been made by those who advocate a change

of policy in this area.
