1. Thank you for your fax of 19 August. The MEA say that Dinesh Singh's Parliamentary reply of 22 March, while leaving open the possibility of Hong Kong nationals of Indian ethnic original applying for Indian citizenship, stressed that the principal responsibility was ours. They said that anyone applying for Indian citizenship would be subject to the usual naturalisation laws: no special treatment would be given for Hong Kong citizens.

2. The relevant law is the Indian Citizenship Act/which allows people to apply for Indian citizenship by reason of Indian origin, marriage or residence in India. Indian origin
