HONG KONG NATIONALITY: REGISTRATION OF ETHNIC MINORITIES
Please see my minute of 9 June which asked you and copy addressees to consider whether there is any merit in operating
1.
a registration programme which would allow us to pin-point the ethnic minority community in Hong Kong and might act as a confidence building measure for this community.
2.
Ministers' postbags both here and at the Home Office continue to reflect the concerns of those active on behalf of this community. While we will not wish to be drawn into commenting in public what might or might not be done in hypothetical situations, I do think that we should look at this proposal and I would be grateful for your views and those of copy addressees.
