As you know, members of the Hong Kong Legislative Council recently visited London to discuss, among other issues, the position of non-Chinese ethnic minorities in Hong Kong after 1997, on which the Foreign Affairs Committee made recommendations in our Report in 1989.
I note from a recent press notice issued by the Hong Kong Government on 10 June that the Governor has recently expressed the hope that there would be some movement about the position of the ethnic minority groups in Hong Kong. The Foreign Affairs Committee is likely to receive further representations on the subject during our inquiry into relations with China, and during our visit to Hong Kong in October.
It would be helpful if the Foreign and Commonwealth Office could let the Committee have an explanation of the reasons why the Government considers that non-Chinese ethnic minorities should not be offered British citizenship.
