1. You explained to me that following the Home Secretary's meeting on 9 June with the LegCo House Committee delegation, the Home Secretary was giving thought to restating, either in a letter or perhaps through an answer to a PQ or Statement in the House, the Government assurance first made by Lady Young in March 1985 during the debate on the 1985 Hong Kong Act. We would be grateful to be kept informed of Home Office thinking on the terms of any restatement.

I know that you have undertaken an exercise to chart the assurance in its various forms in the period since 1985. We do not wish to re-invent the wheel over here, but would of course be happy to give any assistance that we can. The best way might be for you to let us have what you have put together and we can contribute anything which we may have on our side e.g. in the form of letters from FCO Ministers on the subject.
