It was you the papers on the Ethnic Minorities issue. caused by a misunderstanding between our Communications Office, which does all the telegrams and confidential faxes, and my office. I will fax as much to you directly as possible in the future to prevent such misunderstanding affecting our work.

LegCo has not yet decided whether a delegation will go to London. I gather that they will make a decision on 16 April. They will also decide on whether to write to Mr Wardell. The decision is very likely to be in favour of writing.

On your last point, I can confirm that the Government voted for the motion.

I will write to you as soon as I heard more from LegCo on writing to Mr Wardell and the delegation.
