3. The sub-committee is also considering what further action

might be taken in respect of the wives and widows of former

servicemen who took part in the defence of Hong Kong during the

Second World War, a matter covered in Annex B.

These two subjects seem likely to take up most if not all

of the time available. In the second meeting Dr Leong may ask

about progress on split families on which he campaigned hard last

year. A note on this is at Annex C.

Also in the second meeting Emily Lau may raise questions

about the British Nationality Scheme. She recently wrote a press

article in Hong Kong which was critical of progress and of the

fact that lower than expected numbers would be benefitting from

the Scheme. Annex D tries to deal with her complaints.

6. Those attending the first meeting are all members of the Co-

operative Resources Centre political party and the majority have

a conservative, pro-business, pro-China outlook. The second set

are more mixed. Emily Lau and Christine Loh are strongly

associated with Martin Lee's United Democrats who believe that

Britain is betraying Hong Kong. Jimmy McGregor, a Scot who has

lived in Hong Kong for many yeares, is an independent. Dr Leong

belongs to the Meeting Point Party. He ismiddle of the raôd and

more technical than political.
