MR WARDLE'S MEETINGS WITH HONG KONG LEGISLATIVE COUNCILLORS

Your notes of 25 November and 11 January to Mr Walmsley requested

briefing for two meetings which Mr Wardle will be having on 20 and 27 January with two groups of legislative councillors from Hong Kong. Both groups wish to discuss "British citizenship for

Hong Kong British subjects, particularly ethnic minorities whose

descendants will become stateless after 1997". Mr Walmsley and

I shall be attending the first meeting and Mr Rawsthorne and I

the second meeting.

Background

Legco members have lived these issues at irregular intervals.

has sharpened recently following

The focus 2. The meetings seem to have been prompted by a debate on

ethnic minorities which took place in the Hong Kong Legislative

Council (LegCo) on 18 November and by the formation shortly

before that of a sub-committee of the House Committee under the

chairmanship of Emily Lau to examine this issue in detail.

An important Briefing on the subject may be found at Annex A.

point to note is that the sub-committee will be considering all possible options for assisting the ethnic minorities, including

approaches to other governments.
