Mr Kelly notes (his para 5) concern expressed by Emily Lau et al on their recent visit to the UK that the total number of registrations under the Act (including dependents) will, at 138,000, be well below the original illustration of 225,000. This is likely to be something of a theme. Mr Kelly makes the point that the 225,000 ceiling was meant to take into account not only principal beneficiaries and their dependents but also any children born after the award of citizenship as well as children who might later marry and bring their spouses to the United Kingdom (and even elderly relations, to whom it might prove difficult to deny entry, once principals were settled in the United Kingdom).

You may like to note paragraph 16 on unsuccessful applications. Some 60 applicants out of a total of 24,680 in this category requested that their applications be reconsidered. Only in one case, where review revealed an error in processing of data, was the decision to reject the application overturned after the review process.

4. This year's report is shorter than last year's reason is that the second report has not had to go background in as much detail as the original one. There is less detail in this year's report on the profile of successful applicants. For instance there is no separate paragraph on "successful applicants scoring points for service with British undertakings". We have been kept informed on this by HKG.
