Staffing Implications and Target Times

Canberra expect to be able to cover all passport work for the time being within their target time of 3 days keeping to the Passport Sections existing ADEST. Future ADEST will be subject to the Inspectors' recommendations and future pattern of regular applications which have been 23% lower than last year for no apparent reason. (Canberra have prepared a paper for the Inspectors who are currently inspecting the Post).

Special Considerations

Canberra hope that the current BN (0) application rate will diminish once the present tranche of applicants (those born between 1967-71) is cleared; they expect that this tranche (mainly students) account for a large part of Australia's Hong Kong Chinese population.

Staffing Implications and Target Times

Canadian Immigration Authorities estimate that by mid-1993, there were 220,000 Hong Kong Chinese living in Canada although some of these may not be eligible to apply for BN (0) registration. Nevertheless, the scale of the problem would appear to be large and Ottawa consider they may need to reinforce their passport office staff.
