They have noticed a slight drop in the number of applications received in the week commencing 16 November and hope the rush caused by the deadline just passed may have peaked. If so, they should, over the next few weeks, be able to reduce the processing time. We are considering with the Post what needs to be done now to reduce the present processing time rather more quickly. Both we and they will be briefing Inspectors who are due to visit Ottawa in January.

Post are recruiting staff to bring their establishment up to full strength and have introduced an overtime regime including working eight hours over a public holiday. Issuing time for BCs had slipped to six days but has now been restored to two days. BN(0) applications are taking 10-11 days to process. There are 152,000 Hong Kong born Chinese registered with the United States authorities. If 75% of these should choose to register within, the next three years, this would amount to about 3000 additional applications per month. However, on the basis of the past quarter, it would not appear that anything like 75% will wish to do so.
