We have spoken to Washington. It is not impossible to get through to the Passport Office but the lines are busy and patience is required. Applicants are notified that they may have their BDTC passport returned to them uncancelled if they so wish. We are aware from other contacts that this is the case in other Posts also following instructions that went out on

9 November.

3. Any lengthy wait is caused by Hong Kong and Washington cannot do anything about that (some cases need to be referred and not everyone has an identity card which is a pre-requisite to obtaining a BNO and is issued in Hong Kong). If anyone wants to have his BDTC passport returned after verification Washington will gladly send it, though the applicant will need to meet the extra cost as Ingrid Ho realises.

4. The difficulty which Mr Ho's daughter says she experienced seems to have been a one off and I do not propose to issue yet another circular. Perhaps Hong Kong would like to say in their next publicity round that anyone who wants his BDTC passport back after verification should say so when making his application and include a stamped addressed envelope. also need to show some proof of the urgent need to travel so that we do not have a rash of queue jumping.
