1. Thank you for your letter of 22 November enclosing a letter from a Legco member, Edward Ho, about difficulties that overseas BDTCs encounter when applying for BN (0) passports.

Our Nationality Department have consulted Washington. On the point about the difficulty in contacting the Embassy Washington have said that it is not impossible to get through to their passport Office but the lines are busy and patience is required. Mr Ho's daughter's experience therefore seems to have been a one off and is not typical.

3. If anyone wants to have his BDTC passport returned after verification Washington, or any of our other posts for that matter, will gladly do this. However as you know if the passport is to be sent the applicant will need to meet the extra cost. We do not propose to issue yet another circular to posts about this but perhaps you might like to consider including in your next publicity round that anyone who wants his BDTC passport after verification should say so when making his/her application and include a stamped addressed envelope.
