CONCURRENT HOLDING OF THE BDTC AND BN (0) PASSPORTS

1. I enclose self explanatory faxes from Hong Kong and Toronto about difficulties BDTCs registering as BN(0)s in Canada have apparently encountered when seeking to retain their BDTC passports.

2. Hong Kong has requested us to remind posts in Canada of the exceptional arrangements for HK BDTCS. These are set out in FCO telegram no. 154 to Abidjan, which states that Hong Kong BDTCs may hold concurrently both a BDTC passport and a BN (0) passport until the former expires on 30 June 1997. I enclose a copy of the telegram for ease of reference.

3. Please ensure that all subordinate posts are aware of the arrangements outlined above.
