1. I attach a self-explanatory letter from Miss Ho, Security Branch, Hong Kong Government. You will see that HKG would like to have monthly statistics from overseas posts on applications received under the programme. Miss Ho attaches a suggested format for recording this information as well as data on the number of late applications received. (Miss Ho refers to our telno 154 as commissioning statistics, starting from November, on late applications - the telegram issuing these instructions was in fact our telno 181, paragraph 5.)

I hope that this request can be accommodated by posts without too much extra work. If you agree that it can, grateful if NTCD would draft along the lines suggested by Miss Ho. Mr Kelly, if he agrees, might then approach the UK Passport Agency (UKPA) on the basis of whatever telegram you send to posts, to ask UKPA too to provide monthly application figures received under the BN (0) Programme.
