should be reassured that our current talks are designed to
reach an understanding on these matters, and that furthermore,
the Chinese have considerable and growing interests in preserving the Basic Law, and Hong Kong's continuing prosperity.

The Minister is aware that the LegCo House Committee are
pressing the Home Secretary to confirm the indication he gave
them on 9 June, that HMG's assurance to members of the ethnic
minority applies equally to all British nationals in Hong Kong.
Lord Brammall however appears to be concerned with the position
of the minority. The standard line to take should therefore
suffice for the present.
