HONG KONG: CALL ON MR GOODLAD BY FIELD MARSHALL

THE LORD BRAMALL, 30 JUNE, AT 1000

1.

The Minister has agreed to see Lord Brammall, who is

concerned about whether the Governor's constitutional proposals

are consistent with the Basic Law, and also about citizenship

for the ethnic minority in Hong Kong. As agreed, I submit off

the shelf material on these matters:

i) a copy of the Secretary of State's "Dear Colleague"

letter of 3 March, which addresses the question of

consistency with the Basic Law, and contains a useful comparative chart, which the Minister might like to hand

over;

ii) a copy of the brief for the Minister's meeting with the

LegCo House Committee on 9 June.

Lord Brammall is particularly concerned that our current

stance might give the Chinese the excuse to break the Basic Law in future. The Minister might wish to make the point that part of the reason for Chinese irritatation is that they privately

recognise that the Governor's proposals do not breach the Basic
