It has been separately agreed that a British citizen who is eligible and wishes to register as a BN (0) and retain his British citizen passport may do so. He should apply for registration in the usual way by completing an application for a BN (0) passport. Neither a countersignature nor photographs should be demanded. His British citizen passport should be endorsed as follows:-
"The holder of this passport has Hong Kong permanent identity card number
which states that the holder has the right o abode in Hong Kong. The holder is also a British National (Overseas)."

The application forms should in these cases be endorsed at the bottom of page 1 to show the particulars of the British citizen' passport held by the applicant and the endorsement made in it. A copy of the application form should be sent to Hong Kong for the name and particulars to be recorded in the central register of BN (0)s maintained there. Fee 20(b) should be charged for this service.
It has been agreed that a passport describing the holder as a British citizen with the above endorsement will constitute the appropriate passport required by the UK Memorandum associated with the Joint Declaration. On no account will British citizen be allowed to hold two passports except in the limited circumstances set out in DSP Consular Volume 2, Part 1 (Passports), Appendix 17.

DSP Consular Volume 2, Part 1 (Passports) Appendix 27 will be amended in due course. In the meantime a reference to this telegram should be made on page A.27.1.
