PASSPORT ARRANGEMENTS

1. On 9 June 1993, the Home Secretary announced that Hong Kong BDTCs may hold concurrently both a BDTC passport and a BN (0) passport until the former expires on 30 June 1997. The detailed arrangements have been made known here through inspired PQs in both the House of Lords and the House of Commons and will come into effect on 1 July in Hong Kong, at overseas posts and in this country.

The arrangements are as follows:

A

i) A person registered as a BN (O) who has a BOTC passport which remains valid may retain it when issued with his BN (0) passport:

ii) A BN(0) applicant who wishes to have a new BDTC passport as well as a BN(0) passport must pay the appropriate fee for both the BDTC and BN (0) passports;

iii) The fee for a BDTC passport will be the same for all applicants regardless of when the passport is issued; and iv) An existing BN (0) who gave up his BDTC passport when registering as a BN(0) and who wishes to re-acquire a BDTC passport may do so on payment of the appropriate passport fee.

You need not (not) be apologetic about charging a fee to those in category 2(iv) above. Dual possession of BDTC and BN (0) passports represents an exceptional concession and in re-issuing BDTC passports to this category, you are providing a service for which people must expect to pay. You should not encourage people to hold or to use two passports. On the contrary, you should continue to promote the BN (0) passport as adequate and more Long-lasting than the BDTC passport. 4. If a BDTC passport holder connected with Hong Kong or BN(0)) passport holder applies for an additional British passport under the provisions of Consular Volume 2, Part 1, Appendix 17, it should be first established if two passports are already held under the arrangements at para 2 above. Judicial use of both could avoid the issue of a third passport which is
