the airport

(ii) talks on the 1994/95 electoral arrangements

(iii) nationality issues

(iv) a personality note on Mr Fung

2. Mr Patten has recommended that, in view of Mr Fung's

tendency to give a slightly garbled account of his discussions when talking to the press afterwards, it would be useful if a

member of News Department could sit in on both meetings, so as to be ready to correct any misunderstandings.

Mr Fung is a directly-elected Legislative Councillor and

Chairman of one of the smaller pro-democracy parties, the

Association of Democracy and Peoples' Livelihood (ADPL). The
