which are necessary in the light of experience to date in the running of the Scheme. (We are currently in the middle of the first tranche and at 23 January we had registered 21,000 principal beneficiaries and 37,000 dependents. The Governor's second annual report to you, which is the subject of a soparate submission goes into detail on how the Scheme has been progressing in the year up to November last.)

The Scheme was originally proposed by and received detailed attention from OPD and, even though the proposed amendments are fairly insignificant, given this history it seems right that the committee should be made aware of what is afoot and be asked to give their endorsement. In my judgement the matter is able to be dealt with by correspondence and it does not merit being placed on the agenda for discussion. FCO have asked us to include in the letter a statement assuring the Committee that they expect the China dimension to be able to be handled with little difficulty. They think the proposals are unlikely to excite the Chinese and they will arrange to notify them of the changes well in advance.
