The purpose of this submission is to invite the Home Secretary to write to the Overseas Policy and Defence Committee as in the attached draft seeking the Committee's agreement to proceed with the drafting of two Orders in Council relating to British Nationality in Hong Kong. The Orders would be subject to the affirmative resolution procedure and we envisage both being presented to Parliament at the same time, probably in May this

year.

2. Ministero may recall that they endorsed in principle last summer an Order making provision for a scheme for registering British Dependent Territory Citizens (BDTCs) as British Nationals (Overseas) (BN(0)s). My submission on 26 June set out the details, which are rehearsed briefly in the draft letter to OPD (K). The Hong Kong Executive Council have now given the Scheme their blessing and we are ready to proceed.

3. The other Order would make some relatively minor changes to the British Nationality (Hong Kong) (Selection Scheme) Order 1990
