Secretary of State's Easter Travel
The Secretary of State would like, as usual, to take advantage of the Easter Parliamentary recess to make an overseas visit. Because Parliament resumes on Wednesday 14 April he will need to travel before Easter (which is 9-12 April). He could leave at some point over the period Friday 2 April - Sunday 4 April, and would I think want to be back early on Good Friday morning, 9 April, at the latest.
The Secretary of State would like to use this period to visit Japan and Indonesia and I should be grateful for advice from you and SEAD on programme possibilities. One point which occurs is that if he were to travel out to Japan at the start of the weekend (2-4 April) he could use the rest of the weekend to adjust and perhaps to see something of Japan outside of Tokyo.
It may be helpful to work in to your plans the possibility of a stopover in Moscow on the way to the Far East for the sort of extended refuelling stop which the Prime Minister and the Foreign Secretary did in September 1991 if that would be a good time to call on President Yeltsin as well as Mr Kozyrev. It is not an ideal way to visit Moscow (and given the Russian referendum may not be advisable at that time, I suppose).
The Secretary of State will not take a decision about visiting China for his six-monthly talks with Qian Qichen for another month or so. He does not feel committed to
