SECRETARY OF STATE'S VISIT TO THE FAR EAST : EASTER 1994

1.

Mr Ricketts' submission of 2 December (below) notes that the Governor will not be in Hong Kong at the time planned for the Secretary of State's visit to the Far East.

2. In the circumstances I assume that the Secretary of State will wish to substitute another destination for Hong Kong. Could I suggest that we revert to his earlier idea of a short visit to Japan? This would help to build on the excellent relations which we have established with Mr Hosokawa and his administration. It would also keep up the momentum of contacts with the Japanese Foreign Minister (who will be in London on 17 January) and underline the importance which we attach to our political dialogue with Japan.
