VISIT BY THE SECRETARY OF STATE TO THAILAND, VIETNAM AND HONG KONG

1. As I mentioned to you over the phone we have now received Hong Kong's comments on the proposed visit by the Secretary of State. You kindly agreed to do a joint reply to Mr Smith's minute of 12 November to which I said I would let you have a contribution from HKD.

2. In your reply you should therefore include the following paragraph:

"As for Hong Kong, the Governor has no problems with the proposed visit dates. He has suggested that the details of the programme be decided later, in the light of development of the political situation in Hong Kong. However from this distance, we suggest that the Secretary of Stale's plöyralime include a meeting with the senior officials of the Hong Kong Government, some activity with Legislative Council Members, a dinner, and possibly attendance at the Executive Council's meeting on 29 March.
