The
Thank you for your helpful reply to our telno 248. Ambassador met with the Mayor of Chacao, Irene Sanchez on 19 October. She recommended that Dr Rafael Cadalso Acosta, Comisario General and Director-Presidente, (in effect Commisioner for the Police force in Chacao) should visit Hong Kong in place of Prof. Velasquez. I subsequently met with Dr Cadalso and we agreed, subject to your views, that the proposed visit should take place during the week beginning 13 December.
2. As regards the programme, Dr Cadalso expressed interest in the following topics: a) the internal investigation procedures used against police corruption; b) schedules, Chow shifts are organised) ; c) how decisions are made about whether police patrols should be in cars, on foot, in the air etc; d) the use of dogs in police work; e) the organization of the intelligence service; f) the use of plain clothes police; g) neighbourhood and business watch schemes; h) the monitoring of crime statistics; i) how red-light areas are policed.
3. During our meeting he mentioned a radio information service operated by the Chacao Police force for businesses and residents in the zone. By purchasing a hand held radio set, and tuning it to the Chacao police wavelength, they have an instant radio link to the main police HQ. The service provides a quick response to crime reports. Cadalso is evidently very keen for this service to succeed, and if anything similar exists in Hong Kong he would, I know
be very interested.
