The Portuguese Prime Minister's Diplomatic Adviser has told me that Cavaco Silva may visit china in about April next year. He would also, of course, visit Macau at the same time. Apparently Cavaco Silva has never been to Hong Kong, would very much like to do so and is thinking seriously of including Hong Kong in his itinerary were the Governor to invite him.

I said I was sure the Governor would welcome a visit by Cavaco Silva. The very fact of him going to Hong Kong would be a signal to the Chinese that what happened to Hong Kong was a matter of concern to the outside world. António Martins da Cruz, Cavaco's Diplomatic Adviser, res- ponded by saying that although the heat was on Hong Kong now, the spotlight would turn to Macau between July 1997 and December 1999. What happened over Hong Kong could therefore be an indicator of what would happen to Macau.

The Prime Minister will be dining privately with Cavaco Silva towards the end of August. I propose to sug- gest to the Prime Minister that he say to Cavaco Silva on that occasion hat he has heard of his interest in visiting
