REQUEST FOR A CATEGORY III VISIT TO HONG Kong

1.

By a strange coincidence, hot on the heels of our recent Category I Brazilian visitor to Hong Kong (Dr Luis Paulo Conde, Rio Secretary for Urban Affairs), I have now received unsolicited, an approach asking for our help in arranging a programme of visits in Hong Kong in August.

I have been approached by Dr Roberto Regnier, who is Director-General of the Brazilian National Trade Apprenticeship Service (SENAC), asking for help in organising a programme in Hong Kong for members of his organisation and of a sister organisation, the Trade Social Services Organisation (SESC). These two organisations are private sector bodies funded by the Brazilian National Confederation for Commerce and Trade. They do not have direct equivalents in British terms and much of the work they do (certainly the latter) is more a TUC responsibility. In his approach to me, Dr Regnier said that in view of the acknowledged success achieved by Hong Kong in the educational and social fields, their organisations would like to send a group of Directors on a fact finding mission to Hong Kong this August. The group which would comprise some 15-20 people from both organisations, would have the objective of meeting with organisations or Government bodies in Hong Kong responsible for defining educational policy and in the social area with special concentration on leisure and freetime activities.

We would, of course, like to be able to accede to this request which would amount to a Category III visit, but obviously once again, the onus would fall on the Hong Kong Government to put together a programme for these visitors. The group would include English speakers to avoid the necessity for employing a translator. I should be most grateful to know whether you and Hong Kong Department think we would be able to grant this request and in particular, for advice on how to handle the arrangements for the visit if approved.
