Thank you for your fax of 29 April concerning the request from Rio that HKG organise a programme for another inward visitor.

Apparently

I am certain they will not agree to this request. their agreement to the visit by Dr Conde was based on a misunderstanding. They assumed that Peter Heap, who sent a telegram from Rio marked ' visiting' was still the Senior Trade Commissioner here and that this office would therefore make all the arrangements. When we said we did not have the resources to do so, they became most reluctant to proceed but accepted that having agreed to the visit, they had little option. also understand they had great difficulty in persuading people to see Dr Conde.

I

I realise that a Cat III visit will not give rise to the difficulties we are having over the cost of the Condie visit (five nights for a one day programme, the high cost of which our Management Section is currently trying to sort out with the hotel). But Hong Kong has a very busy inward programme of its own and they see no advantage to them in arranging visits for us (this was put to me twice over Dr Conde's visit).

I will be writing separately to Katie Evans on the Conde visit. In the meantime I recommend you do not put this proposal to the Hong Kong Government. There is no reason why the Brazilian Consulate here should not arrange the visit with the

Government, and indeed stands more chance than we of getting a positive response.
