Ethnic Minorities

- Have argued the case of the ethnic minorities with the Home

office on several occasions this year.

- Charles Wardle wrote on 19 August that nothing had changed

since the whole matter was discussed in the debate on the

British Nationality (Hong Kong) Act 1990 and that both he and Michael Howard had decided that there were no grounds for changing their policy on this.

- If there is a Parliamentary debate on HK, that may be best

chance to mobilise pressure on Home Office. (I see Lord

Willoughby de Broke, Michael Miles of Swires, and Algy Cluff

have invited Charles Wardle to lunch on 24 November to lobby

him on this issue).

Wives and Widows of ex-Servicemen

- Have put your views on these ladies to the Home Office.

Charles Wardle wrote on 19 August that the residential requirements could not be waived. He undertook to exercise

discretion as generously as possible in the light of

individual circumstances, but not to such an extent that it

emptied the residence requirements of all meaning.
