MR GOODLAD'S VISIT TO HONG KONG: 11

12 OCTOBER 1993

BRIEF NO 9

-

CHECKLIST FOR BREAKFAST WITH THE GOVERNOR

TALKS ON ELECTION ARRANGEMENTS

· Local response to your address to LegCo?

Very disappointing meeting with Qian. Chances of an

agreement now small. Any further ideas on what needs doing to

help us win the PR battle in the event of breakdown?

Do you have to

Handling of LegCo. What are the prospects for assembling a majority given Martin Lee's posturing.

introduce your original proposals first? Could you then get the revised proposals through?

Decisions on the end game will have to be taken at OPD(K) during your visit. Your thoughts as to how we should handle this? (Peter Ricketts will be at your meeting tomorrow and

can then get to work).

HMOCS

(Mr Goodlad may wish to advise the Governor of his discussions

with the HMOCS Association Committee).

Have suggested to the Secretary of State that he should have a further bilateral with the Chief Secretary, at which they

can agree on the compensation scheme and decide that a political decision is required on other elements of the

package (meeting now fixed for 26 October). We will then seek to put HMOCS on the agenda for OPD (K) in November.

LOCALISATION

Note that HKG has been working on plans for localising principal official posts. How is this proceeding?
