HMOCS
(Mr Goodlad may wish to advise the Governor of his discussions
with the HMOCS Association Committee).
Have suggested to the Secretary of State that he should have a further bilateral with the Chief Secretary, at which they
can agree on the compensation scheme and decide that a political decision is required on other elements of the
package (meeting now fixed for 26 October). We will then seek to put HMOCS on the agenda for OPD (K) in November.
LOCALISATION
Note that HKG has been working on plans for localising principal official posts. How is this proceeding?
