UK financial contributions

From 1989 to date the UK has contributed more than £56 million
towards a solution of the problem. We expect to make contributions totalling £10 million in 1993/94.
Figures do not include the cost of running our Embassy in Hanoi which has put a great deal of effort into solving the Vietnamese migrant problem; in particular the difficult negotiations involved in getting the Orderly Repatriation Programme started.
- UK bilateral aid programme has proved most effective, providing just the right atmosphere to encourage continued Vietnamese cooperation on the ORP. Hong Kong programme too has
been very successful. But more money needed now.
EC/international reintegration programme now making an impact. Initial UK contribution £3 million in addition to our share of EC contribution (£5.6 million). We have just pledged a further £1 million for this year.
US trade embargo
- We have encouraged US to lift its trade embargo against Vietnam as soon as possible Until the US does so, Vietnam will not have access to funds from the international financial
institutions.
We have told the Vietnamese that we are ready to contribute bilaterally to a future IMF support group once there is agreement on the clearing of past arrears.
