VIETNAMESE MIGRANTS

UNHCR debt to Hong Kong

- We are in regular contact with UNHCR but they rely entirely on voluntary contributions and can only repay the debt to the extent that funds are available.

-

However, they fully acknowledge their moral obligation to repay, and now include a reference to the debt in their fund-raising literature.

- We have firmly reminded the major CPA donors of the debt the international community owes to Hong Kong for having shouldered the burden of Vietnamese migrants for so long, and have pressed and will continue to press them to increase this year's contributions accordingly.

Press reports of UNHCR withdrawing from camps?

The UNHCR Chief of Mission has made it clear his organisation will remain in Hong Kong as long as is necessary to deal with the boat people.

ww

We expect the UNHCR to remain and to discharge all its financial commitments until this long-standing problem is

solved.
