Timing of introduction of legislation to LegCo?

- Our aim is to give LegCo as much time as possible to discuss

the electoral arrangements for 1994/95. But there are a number of factors to be balanced. These include the need to give the

current talks with China a fair wind, to help ensure that they

are brought to a successful conclusion. But the necessary legislation must be in place well before the elections are due.

Setting a deadline for talks?

- There is a lot of important ground to cover in the talks: setting deadlines will not help matters. But we have said talks cannot go on indefinitely.

Importance of the Through Train

We think clarification of the concept of the 'through train' is important if the talks are to reach a successful conclusion. Candidates in the 1995 election need to know where they stand on the question of continuing until 1989. Therefore important to establish clear, objective criteria on who may or may not ride the through train. But would like to hear your views on this.

Sir Percy Cradock is now a private individual and is travelling to China in their capacity.

- He is not carrying any message from the British Government to

the Chinese authorities. And, as he himself has said, he will

not be discussing Hong Kong with any of the officials he may

meet.
