Know that this issue causes much concern in Hong Kong. The Hong Kong Government have established extensive cross-border channels of police communication. Welcome the Chinese

Government's cooperation in posting two police liaison officers to Hong Kong.

Overall crime rate in Hong Kong remains remarkably low. Total number of reported crimes fell in 1992 and there were significant decreases in violent and youth crimes. Recent figures show a drop in number of car thefts.

PIRACY/ARRESTS BY CHINESE VESSELS

- Obviously there is concern at incidents around HK waters. HK correctly raised this at the recent International Maritime Organisation meeting in London.

(Defensive withdrawal of IMO paper)

HK is an associate member of the IMO in its own right. This is therefore a question for HKG.

(If pressed)

- HMG certainly did not lean on Hong Kong to withdraw the

paper.

Understand it was withdrawn for technical reasons.

(Defensive Chinese official involvement in interceptions) - Best raised with Chinese Government. If pressed HKG will raise cases of Chinese Government interceptions of vessels if appropriate.

COURT OF FINAL APPEAL

- In our view agreement reached with the Chinese (at the

Joint Liaison Group in November 1991) on the establishment of

the CFA is not inconsistent with the Joint Declaration.
