LOCALISATION OF THE CIVIL SERVICE

Progressing steadily. The directorate is 64.4% local and
the senior management/professional level is already 78.7% localised. Overseas officers now comprise about 1.2% of the
Civil Service overall.
- Understand that the HKG are considering the points made by the Association of Expatriate Civil Servants about the Government's localisation policy. This is a matter for HKG.
GOVERNOR'S TAX POSITION
Understand that a three man Panel has been asked to advise
on whether the Governor should be liable to pay sálaries in
Hong Kong. Interested to see their recommendations which will be made public.
WILL NEXT CHIEF SECRETARY BE LOCAL
Who eventually succeeds Sir David Ford is a matter for the Governor to consider, and to advise the Secretary of State.

We are fully aware of HMOCS' members concerns. I have met
representatives of the HMOCS Association for the third time during this visit.
POLICE MORALE
- HKG have taken steps to improve conditions particularly for junior officers. Understand latest police recruitment drive
was successful.
